Her indelible contributions span clinical practice, administration, education, research, theory development, and policy leadership.
It is with the deepest respect and admiration that I nominate Maria Williams O’Rourke, RN, PhD, FAAN, for the Living Legend Award. Dr. O’Rourke’s career of more than five decades exemplifies resilience, grit, and unwavering dedication to nursing as both a discipline and a profession. Her indelible contributions span clinical practice, administration, education, research, theory development, and policy leadership.

Dr. O’Rourke began as a psychiatric nurse and mental health clinical nurse specialist, then advanced into academic and executive roles, including Director of Staff Development and Research at San Francisco General Hospital, where she created the first nursing research committee to partner faculty with bedside nurses. As the inaugural Assistant Dean of UCSF School of Nursing at SFGH, she institutionalized nursing research and laid the groundwork for professional, role-driven practice. In parallel, she has served as a volunteer and adjunct faculty at UCSF for decades, influencing thousands of students and future leaders.

Although her roots are in nursing, she is committed to interprofessional collaboration as a foundation for patient safety and our professional obligation to Do No Harm. To that end, her contributions to the inaugural program in the UCSF Healthcare Administration and Interprofessional Leadership Program (HAIL) reflect this commitment.

Dr. O’Rourke has long been recognized as an advocate for nursing practice and a defender of its professional value. In 1974, she was instrumental in rewriting the California Nursing Practice Act, clarifying the scope of practice for registered nurses. This work marked a legislative achievement that became a national model.

In the 1990s, she led statewide and national efforts to defeat Patient-Focused Care as a model that threatened to undermine the professional role of the registered nurse and shift to task-based nursing practice. Instead, she promoted Professional Practice Models that reinforced the registered nurse’s professional role. This work was instrumental in helping organizations pursue Magnet Recognition®.

As an author, theorist, and keynote speaker, Dr. O’Rourke has contributed to nursing theory and knowledge development. Her publications on professional role clarity, professional role identity formation, and professional practice models are widely cited and integrated into nursing education and practice. She is also recognized as a nurse theorist on Nursology.net, a testament to the breadth of her influence.

A hallmark of Dr. O’Rourke’s career is her unwavering commitment to professional role development. She created her Professional Role Development Program, which has educated and empowered thousands of nurses in academia and practice throughout California and the nation. Through her Professional Role Identity Formation Theory and Professional Role-Driven Practice Models, she established enduring frameworks that guide nurses toward professional role clarity, accountability, and practice excellence.

Her scholarship has repeatedly demonstrated improvements in staff participation in professional governance, enhanced quality of patient care, and strengthened interprofessional collaboration. Today, her theory has been adopted by several healthcare organizations and academic institutions, where it anchors curriculum and practice in professional role clarity.

As a member of the American Academy of Nursing’s Expert Panel on Theory-Guided Practice, she elevates the connection among the discipline, profession, and practice, ensuring nursing knowledge and theory drive improvements in care and practice excellence. Her Institute for Advancing Professional Practice and its website (OIAPP.com) serve as an open repository for nurses seeking guidance, mentorship, and inspiration. Through her Institute, she has personally mentored healthcare leaders and nurse executives and created a forum for support through dialogue and engagement.

Dr. O’Rourke has been honored by her alma mater, Boston University, and UCSF, and recognized with some of nursing’s most prestigious awards, including the ANA/California Ray Cox Award for lifelong commitment to the profession, the Sigma Theta Tau Margretta Styles Award, and induction into the Sigma Theta Tau Leadership Hall of Fame. These accolades reflect her far-reaching impact as a transformational leader whose work has permanently advanced the profession.

Maria W. O’Rourke exemplifies the very spirit of a Living Legend. Through her legislative achievements, academic leadership, theoretical contributions, and mentorship, she has defined, defended, and advanced the professional role of the registered nurse. She has given nurses the language, confidence, and professional frameworks to claim their rightful place as professionals and decision-makers within the healthcare team.

Her influence will be felt for decades to come.
