Dr. Maria W. O’Rourke’s "Professional Role Identity Formation Theory" and "Professional Role–Driven Practice Models" serve as the foundation of our Nursing Professional Practice Model. Her scholarship and mentorship were instrumental in guiding our organization to develop a framework that clearly defines the nurse’s professional role, empowering nurses to engage in professional governance with confidence, clarity, and purpose. Since implementing her work, nurses at all levels are actively participating in decision-making processes that advance both patient care and professional practice.
Dr. O’Rourke’s legacy is profound and enduring. She has empowered nurses to move beyond task-oriented care and fully embrace their roles as knowledge-driven professionals, advocates, leaders, and global citizens. In 1974, she played a pivotal role in rewriting the California Nursing Practice Act, clarifying the scope of practice for registered nurses in a way that became a national model. In the 1990s, she led statewide and national efforts to oppose Patient-Focused Care models that risked fragmenting nursing practice. In their place, she advanced Professional Practice Models (PPMs) that reinforced the centrality of the registered nurse’s professional role—work that helped lay the foundation for Magnet Recognition Program adoption across healthcare systems.
