In her 38 years of service, she has devoted her life to promoting the image of nursing and serving as a beacon of dedication and inspiration for nurses!
Dr. Lourie Moore currently serves as the Vice President, Center for Nursing Excellence.  During her 17 years of service at Harris Health, she demonstrated increasing leadership capacity with progressive advancement as a nursing clinical educator, program manager, to DON, ADON, to VP, where she oversees a system department providing programs and services for nursing professional development, quality, practice, research, and EBP for 4,500 Nursing Services personnel. 

As a member of SNEC, she closely supports the Chief Nurse Executive and Senior Vice President in multiple ways (e.g., Nurse Succession Management Program, nursing annual reports, strategic planning, semi-annual nursing leadership forums, nursing quality checks and timeline planning, and webmaster of the Nursing SharePoint site).

In the early years of employment, Lourie was a founding member of the Nursing Professional Practice Model Steering Committee that worked to establish the structures and processes for our Nursing Professional Practice Model (NPPM).  The NPPM development includes the original graphic model and its updated version.  She was an advocate and educator of shared governance, particularly the Community of Practice (CoP), having recently updated the NPPM and CoP modules for access in the LMS. 

As part of the NPPM, she was a founding member of the Nursing Clinical Advancement Program and serves as the executive sponsor for the Differentiated Practice Committee (DPC). Lourie served as the committee facilitator, helping the SVP for Nursing Affairs in developing the Just and Accountable Culture (JAC) program at Harris Health.

When Harris Health first launched a new website, Lourie was the creator of the Nursing Website.  Having oversight of nursing credentials, she worked with Payroll and HR to build the Nursing Certification Portal, which facilitated a more streamlined and expedited process for submitting requests and reward payments for certification achievement.  Acting as the Nursing Communications Officer, she manages the delivery of all Nursing Communications, including the Nightingale News, Nursing Practice Alerts, and Nursing Clipboards.

As noted in her title, she promotes excellence in all she does.  She was an early key contributor to the development and achievement of ANCC Magnet Recognition for BT and LBJ (advisory board and writer) and ACS PTE achievement (consultant and editor).  As one of the task Force members who developed the original Luminary Award for Nursing Excellence based on Baldrige criteria, she submitted an application resulting in Harris Health Nursing winning the 2017 DNV Healthcare Innovation Award of the Year.

Known for extensive knowledge on nursing education, quality, and practice, she represented Nursing during several DNV and CMS accreditation surveys in the Command Center.  Her scholarly work includes podium presentations on the Nurse Succession Management Program at the Sigma national convention, Shared Governance at the Sigma Healthy Work Environments Conference, and the Nursing Research Program at the American Organization for Nurse Leaders.  In addition, since 2019, she has served as the program manager for the Harris Health Nursing Reach for the Stars Nursing Scholarship Program, in which employees have gained financial support and growth as registered nurses at Harris Health.  Grant donations to date are $758,433.00.  25 employees have graduated to date, with 21 currently in school.

A lifelong learner, she has pursued professional development during her employment at Harris Health, where she obtained both her DNP and MBA degrees, as well as the CPHQ and LSSGB certifications.  She has also maintained certification as a Nurse Executive Advanced since 2006.   Most recently, she was recognized as a Distinguished Fellow for the National Academies of Practice (NAP) for Nursing in March 2025.  Being a member of NAP signifies her contribution/participation in interdisciplinary collaboration throughout her nursing career.

Throughout her 38+-year nursing career, Dr. Moore has received many awards. At Harris Health, she has received the Chief Nurse Executive Challenge Coin of Excellence twice in 2021 and 2023.  She also received the Distinguished Alumnus Award (2022) from Houston Baptist University; Outstanding Filipino Nurse of the Year (2021) by the Philippine Nurses Association-Metropolitan Houston; Top 20 Outstanding Nurse of the Year (2017) by the Texas Nurses Association–District 9; and the Excellence in Nursing Award-Bronze Level (2016) by the Good Samaritan Foundation in Houston.  

While active military duty in the Air Force, she received multiple commendations and meritorious service awards, most notably the Major General Barbara Brannon (Chief Nurse) Leadership Award of the Year in 2008, as well as Boss of the Year (2001), Nurse of the Year (1993 and 1994), and Company Grade Officer of the quarter multiple times.  She was recognized for her scholarly work as a 1997 graduate student at the University of Texas Health Science Center-Houston, winning three awards: Harris County Medical Society Clinical Excellence Award, Millie Field Research Award, and Sigma Theta Tau Nursing Honor Society Graduate Student of the Year Award.  For her graduate program thesis, she won the ACOG/AWHONN Founder’s Award for Best Nursing Research Paper by the Armed Forces District.

She has also promoted development in others by serving as an instructor in the Nurse Executive Certification Review Course and original NPPM coaching classes.  Additionally, she supported our academic partners as an advisory board member, guest lecturer, and adjunct faculty/course co-coordinator for the University of St. Thomas BSN program and a clinical coach for the DNP program, as well as a clinical advisory board member for Houston Christian University. In her seventh year, she is a Trustee on the Good Samaritan Foundation, representing Harris Health positively in the community and promoting nursing excellence and meaningful recognition within the profession.  She is a member of Sigma Theta Tau Nursing Honor Society (Texas Woman’s University Beta Beta Chapter) and the Alpha Chi National Honor Society. University of Texas at Tyler Chapter. Lastly, Dr. Moore is a 21+ year Lieutenant Colonel veteran for the U.S. Air Force with her last assignment as a Chief Nurse Executive.
