Her dynamic leadership and adaptability in navigating challenges have made an enduring impact on both patient care and the nurses she leads.
LCDR Narciso consistently goes above and beyond to create an environment where the attributes of trust, compassion, mutual respect, professional development, and ethical behavior are not only supported but modeled through her daily actions.
She is a driver of clinical quality and accountability at our remote, overseas hospital. She is an expert communicator, often solving complex problems that cross departments and levels of staff. LCDR Narciso is universally trusted by staff, peers, senior leadership, and our island partners.
She flawlessly manages daily bed management activities for a hospital that has a Perinatal unit with zero network capabilities, the highest acuity overseas Intensive Care Unit and Emergency Department in Navy Medicine, and the highest utilized Multi-Service Ward in the entire Military Health System. Despite the challenges of her position, she adeptly led her team to receive Command recognition via the Tricare Inpatient Satisfaction Survey “5 Star” rating for three consecutive quarters, and six of the past eight quarters. All a testament to her dedication to compassionate care and her unwavering standards of clinical excellence.
LCDR Narciso fosters a culture of nursing excellence for our 42-bed hospital with 1,825 annual admissions. She leads from the front and is always responsive to her team, day or night. She has completed well over 4,000 hours as Nurse of the Day, providing clinical guidance for nurses across the Command while balancing limited resources, in addition to providing direct patient care in the ICU and ED during periods of increased census and acuity. She has even volunteered to perform critical care patient transports, improving patient survivability, and enhancing team morale.
She also provided seamless coverage as Acting CNO/DNS for 60 days, leading 159 staff in daily clinical operations with zero degradation of services.
Committed to mentorship and the professional development of others, LCDR Narciso facilitated 71 Career Development Boards, 14 commissioning packages, and 10 Duty Under Instruction applications. Her efforts resulted in our Command’s 100% Nurse Corps DUINS selection rate for two consecutive years and directly enhanced the Navy Surgeon Generals force retention and shaping efforts. Additionally, she led the “Sailor 360 Nurse Corps Takeover” event for enlisted Sailors seeking Navy Nurse Corps commissioning programs. The highly successful event hosted 70 participants from commands across Joint Region Marianas.
In summary, I am proud to nominate LCDR Narciso for her exceptional humility and positive attitude as the ACNO and ADNS. She has profoundly enhanced healthcare delivery at U.S. Naval Hospital Guam.
