Mrs. Joan Budchangan Lumaban is a nurse leader whose dedication, innovation, and passion for teaching have made a profound impact on nursing excellence at Lorma Medical Center. She currently serves as the Safe and Quality Nursing Training Officer, where she assists the Assistant Nursing Director for Training and Development in advancing nursing education, competency, and alignment with Joint Commission International (JCI) 8th Edition standards.

Her career at Lorma began as a Dialysis Nurse, where she consistently demonstrated exceptional clinical performance and compassionate care. Her initiative and leadership were instrumental in establishing the Dialysis Training Program for Nurses, a PRC-accredited and RENAP-recognized course now running successfully for seven years, continuously training and shaping competent dialysis nurses.

In 2018, prior to the pandemic, Mrs. Lumaban transitioned to the Infection Prevention and Control (IPC) Unit, where she was recognized for her dependability and strong commitment to patient and staff safety. Her role became even more critical during the COVID-19 pandemic, when she worked tirelessly to implement and monitor infection control practices across the hospital.

Although she once considered joining the academe, her passion for developing nurses in the clinical setting led her to the Nursing Training Unit, where she continues to guide and empower nurses to achieve excellence.

As the Safe and Quality Nursing Training Officer, Mrs. Lumaban has been instrumental in strengthening the hospital’s onboarding and preceptorship programs for newly hired nurses, ensuring they are well-equipped with the knowledge, skills, and confidence to deliver safe, quality care. She has also spearheaded the development of specialized nursing training programs, from the pioneering Dialysis Nursing Training to the S.C.R.U.B.S. Project – Surgical Competency Reinforcement & Upskilling for Better Safety, a Perioperative Nursing Skills Training Program for Safer Surgical Practice. These programs have enriched clinical skills, enhanced multidisciplinary collaboration, and advanced nursing professionalism.

Working side by side with Nursing Leadership, Mrs. Lumaban has also contributed to the review and enhancement of the hospital’s Safe and Quality Nursing Standards, ensuring that nursing practices are consistent with JCI 8th Edition requirements and promote a culture of safety and continuous improvement.

Beyond her training role, Mrs. Lumaban has been a key contributor to the hospital’s Continuous Quality Improvement (CQI) initiatives, particularly through two recognized projects:

ProACT Project – Pressure Injury Prevention (Pro) through Assessment (A), Clock-based (C) Turning, and Timely (T) Monitoring, which strengthened surveillance and prevention of hospital-acquired pressure injuries; and

S.C.R.U.B.S. Project – Surgical Competency Reinforcement & Upskilling for Better Safety, which elevated perioperative nursing standards.

Both projects have earned recognition in Lorma Medical Center’s Hospital-wide Bright Ideas Competition and the MGHI Clinical and Operational Excellence Competition, reflecting her commitment to innovation and quality.

Respected and highly commended by colleagues and leaders alike, Mrs. Joan Budchangan Lumaban exemplifies the essence of a DAISY Nurse, a visionary educator, a champion of patient safety, and a servant-leader whose commitment, innovation, and compassion continue to inspire excellence in nursing.
